Unless the obligor self-reports his or her current address, the Administrative Enforcement Agency is only able to complete service at the obligor’s registered address, firm place of business, or employment address.  If service is unable to be completed through any of the foregoing, the Administrative Enforcement Agency may use service by publication in accordance with Article 78 of the Administrative Procedure Act.
